炎夏帝國首相由皇帝根據國會選舉結果任命，通常由上下議院多數黨領袖出任。首相須取得帝國國會下議院之信任，並可因信任案或選舉失利而下台。首相負責組建內閣，主持國務會議，指揮國家行政機關，並代表政府對議會進行答詢。

此外，首相亦為國家安全委員會主席，對外交政策具有主導權，並與皇帝共同制定軍事戰略方針。在重大緊急狀況下，首相可向皇帝建議實施非常措施，但需於限期內提交國會審議。
